Hi When you are doing the parameters (for filtering) and you use a query (thats What it lools to me) you can select the option "allow null" or "allow blank" when you say that the input para meter is populares from a query. This way if it isn't selected any option in the parameter, it is a null/blank valeu. Maybe this is what you want.
