If you just want to capture information, why you need to qualify those leads, you can choose to keep them in progress.

Or as said by Saumil Shah, you can directly create contacts.

Because qualifying leads would mean you have gained or have a strong chance of getting business from them.

So you can choose to create a contact initially, then probably later, create a lead for only those whom you think of having a business and map existing contact on lead form for such leads.
