The user will be added by default, based on your Security group in Office 365. If you don't want particular users to be in an environment, create a new security group excluding those users, and when you create the org, use the alternate security group. If not, you can disable and remove security roles from the user that was added to the environment. That will not consume a license. Hope this helps.
