I would ask why is 250 too many to update through the UI?
From the File Menu -> Options -> General Tab you can change views to display 250 records at once. Then assuming you can do an advanced find for the records you want to deactivate, you can quickly select all of them from the resulting list and handle them all at once with the deactivate button in the ribbon.
